Note it is infact a DVD.. so I assume you have a DVD drive. Other than I would advice you contact Adobe technical support.
As Paul states, Adobe Support for installation issues are free and a good starting point.
Other things that have worked of others with a myriad of Adobe programs:
1.) make sure no AV, spyware, or pop-up blockers are running, when you install
2.) install in Safe Mode (doesn't work for all Adobe programs and for all OS's)
3.) Copy the program's installation material (there's a bunch) to a Temp folder and Run the installer from there
First, I'd call Adobe.

You are indeed correct. I neglected to note one was a CD and the other was a DVD. It now installs like a champ.
