This is a total guess but I had burn errors with PE3 until I dropped the burn speed a notch. My burner and disks max out at 16X on DVDs and I dropped it to 12X. Zero coasters after that. Never had trouble with any other burn program at any speed including 16X on the same disks.

There was much discussion in it. Also, a Google search for "error 2130932483" and Adobe yielded several other hits, but this one seemed to be specific to PE.
Also, a general comment, make sure that you don't have any "packet writing" software loaded... since that will get in the way of PE being able to communicate with the drive
I don't, so haven't paid much attention to names, but I think Nero and/or Roxio have software which allows you to use drag and drop to write files to a disc on the fly... which means that software is loaded at startup and then takes control of the drive, which Adobe software does NOT like
Thanks for your help. I ended up defragging the hard drive and getting new DVD's and that seemed to work.
