What do you have on your timeline at 31.26%... is there a gap in the timeline, a transition, the beginning of a clip/photo? Zoom in and see what is there.
One thing to try is export your timeline as a DV-AVI (File>Export>Movie), bring this into a new project, add DVD markers/menu and then burn.
Neither of your suggestions worked... it wouldn't export to AVI and there was a gap which i fixed... then I checked the whole timeline for gaps again and fixed them... but the movie just kept failing to burn to DVD.
You may have to remux the VOBs using VideoRedo Plus. Remuxing is relatively fast and can correct problems with VOBs that you have in Premiere Elements 2.0.
Is there audio for the entire movie?
You might also have a problem with DVD markers or the menu. The only way you are going to find out is to remove them and try burning.
