What's the exact error message you get in Premiere Elements?
Both of my DVD drives are listed as CD Drives in Windows Explorer, and there's no problem burning a DVD in Premiere Elements. Something else is going on.
I should also point out that Roxio/Sonic software will cause burning to fail in Premiere Elements. There are a couple of FAQs on it. You may be stuck burning to a folder in Premiere Elements, then using Sonic to burn the VIDEO_TS folder to an actual DVD.

FAQs on Sonic caused problems? Could be. I can't seem to find them.
(From prior: Error messages - in CreateDVD -> Burn DVD the "Burner location" is correctly labeled but "Status" is "Device not ready" (that's with a blank DVD mounted).
If you fiddle by loading the DVD at the right time you can get past that and initiate the burning process - encoding and compiling go OK. When the actual burn should start the message is "error". Yup, that's it and no burning.)
My cheap Sonic software doesn't appear to do the from VIDEO_TS burn. Suggestions about good and free or cheap software for that?
