You can't copy and paste between projects.
The best solution is to click to select each title and, from the File menu, select Export/Title. You can then import the titles into another project as you would any other media clip.
If you have Clipmate, you can copy a title and then paste it in another project even after restarting Windows.
Clipmate is tricky to get working with Premiere Elements at first, as you need to first copy a text item, such as the file name that is displayed next to the clip in the media bin. That will get PRE set up in the Clipmate application profile database. After it's in the application profile database, then you can start copying other objects, such as a title.
