DVD video judder in burnt DVD

I'm using Premiere Elements 7 with Windows XP SP3.

When I record video from digital television using a DVD recorder and burn it to disk, that plays GR8. When I import the VOB files to PE 7, they play fine on the monitor (eg if I check through them).

But when I burn the project back to DVD (with or without editing), the resultant video files have what I call "judder" when there is a lot of motion in the footage. If there is little motion, the footage looks as good as the original.

I've even tested it without doing any editing, menu, etc - same poor result once the actors move more than just a little.

I had the same problem with Premiere Elements 2.

Any suggestions as to how to correct?
