There are some free sound effects packs (as well as lots of other media, articles and tutorials) on the products page of http://www.muvipix.com.
Otherwise, there are lots of great sites out there with sound effects, few of which aren't safe.

I've used all of these. Some are free, some are for pay.
There are also several great SFX collections available, but these do cost. SmartSound has several discs, and then there are some major "studio" collections.
One can never have too many SFX handy. Sometimes I have to weed through 50 SFX of someone walking in gravel, just to get the right one. I'll also often bring the file into Audition, or other Audio editor to get it exactly right. A little "Delay" and "Reverb" can go a long way.
Also, if I can get the SFX in WAV format, I'll choose that over MP3 anyday.
