I don't think scene markers will work in Premiere Elements if you don't have a DVD menu.
I thought that it worked in version 2 but not version 3 and then they got it working again in version 4. I just can't remember for sure though. There are some old posts I'm sure that talk about this back in 2005 and 2006. You can search the old posts, there is a link to the archive in the version 2 FAQ I believe.
Probably a dumb question, but what would be the purpose of adding Markers to a DVD without navigation? Is the hope that the user can click on the "advance forward" on the remote? Just curious.
Auto start is easy, then you still have the ability to move from one chapter to the next with the remote. It is actually more common than I ever expected and people seem to like it.
I would rather have a main menu and a scene menu, but even then we add additional chapters that are not included on the scene/chapter menu. That is just so people can skip around and still not miss something they might be looking for.
I have not had time to hunt down the old FAQs related to this topic that CE mentioned in his posts.
I have Premiere Elements 2, 4, and 7. I can confirm that if
a. I put scene markers on the Timeline
b. Go the Create Menus section of the program and opt for No Menus
c. Then, in the DVD Preview (before the burn), I find options in the simulated Remote for Previous Scene (shortcut P) and Next Scene (shortcut N) which recognize the appropriate scene...works fine there.
However, when I take the end product DVD-VIDEO to my TV/DVD Player, I end up with an AutoPlay with no option to pick (skip to) specific scenes once I hit Play. I cannot find a Previous Scene/Next Scene on my Remote that will function to do just that. If I select Search (slow or fast), that is exactly what it does, but it gives me very poor control.
Although CE says this AutoPlay with scene selection opportunities is popular, what percentage of users has used it for that purpose successfully. Is my experiences related just to my Remote and my use of it?
Thank you. I guess that since I always construct navigation via Menus, I could not grasp the use/need, except for with the remote. Got it!

The results seem conflicting at times. Was there ever any indication that "work vs non working "might be related to the options offered by the player or the remote, rather than the encoding by Premiere Elements version(s)?
I don't know if anyone ever really went into any detailed testing of this. Although I do remember there were quite a few complaints from people that went from version 1 to version 2 and couldn't get the feature to work anymore.
