Did you try exporting as a DV-AVI (File>Export>Movie) and bringing this into a new project, adding DVD markers/menu and then burning?
Delete all prefrence and change the location of encoding. Encoding location is avaliable in edit >prefrences. Restart the machine and burn a DVD.

Success---I followed some troubleshooting links and the one that worked was as follows:
4. Re-create the Premiere Elements PluginCache.
The PluginCache is a Windows registry entry that contains information regarding the status of all native and third-party plug-ins used with Premiere Elements. To re-create the file, hold down the Shift key while choosing Start > Programs > Adobe Premiere Elements 7.0. Release the key when the Select Initial Workspace window appears.
Thanks for all the help...hard to believe the fix is as simple as holding down the shift key as the progam starts!!
I haven't been able to take a look at this for some time because of work. I tried pressing shitft while starting and that didnt work. I changed the location of the encoding but i didn't know how to delete the preferences and that still didnt work. I dont know what to do anybody have help?
Have you tried Paul's suggestion?
