It definitely sounds like something in the background is interrupting.
You don't say if you're using Vista, but it's loaded with features that interrupt captures. That's why we recommend optimizing it for video editing.
You also don't say how much RAM you have. But Vista really needs a minimum of 2 gigs of RAM to run well, and possibly 3 gigs for intensive processes like video editing.
You also don't say what antivirus program you're running. But some programs (Nero 360, for instance) are as intrusive as any virus!
John T.'s solution is a good one to try. Another program, a free utility called WinDV, is also very good -- and video captured from a miniDV camcorder with WinDV will work just fine in Premiere Elements.
If you are not able to stop recording from device control without closing the window then I would suggest you to use a fresh tape.
I myself was facing this problem earlier but it was due to various formats which I recorded in the video tape.
