Try to uninstall and reinstall.
I think you need to have administrative privileges to be able to run the updater. Can't you give all users temp admin access while you perform the upgrade or if you have a specific account that runs the upgrade?

Yes I'm afraid that update must be run with administrative privileges... But there must be another way of updating a product across a network of 400+ clients without login in all of them ...
I'm trying with adobeupdatechecker, to see if it is possible some kind of automation.
You can try downloading all standalone patches at http://www.adobe.com/downloads/updates/ and apply them outside of the updater mechanism.
