Highlighting text in PDFs generated by OpenOffice

      Hello.
I want to create PDFs using OpenOffice where the text can be highlighted in Adobe Reader.
The generated PDFs can be highlighted without a problem in PDF-XChange Viewer and it also claims that the PDFs security settings allow for doing that.
But when I use Adobe Reader 9, it says that commenting were disallowed and does not give me access to the highlighting tool.

Here is a sample PDF created with OpenOffice 3:

So does PDF-XChange Viewer lie about the PDFs security settings and circumvent them, does the PDF actually allow commenting but Adobe Reader doesn't recognize it or do I have to use Adobe software to create commentable/highlightable PDFs?
