Is there a Users/Shared folder (there is supposed to be one). If not
create one as an administrator (or root if necessary) and set its
system (Read & Write)
wheel (Read & Write)
everyone (Read & Write)
I looked in the Users/ directory. There is no shared folder. There IS a shared alias.
I cannot add a folder named Shared. When I try, it says an object with that name already exists. Is this because of the alias?
How do I work around that?

You can delete the alias and create another folder. If you are not
allowed to delete the alias, try enabling root (using the Directory
Utility) and logging in as root. Root is a super administrator. Root can
do almost anything. When finished be sure to disable the root user.
I did delete the alias and used the Directory Utility to enable root but, the New Folder Option is still greyed out. Any Idea why?
You have to log in as root to make the changes you need.
