I'm not sure with Vista (don't have it) but they've always been a part of the OS before.
Voices are a function of the operating system.
if you go to http://www.nextup.com/attnv.html you can buy new voices.you shouldn't have to buy textaloud.
once you download or get cd. you can run the setup. that will load voices onto your hard drive. when done, you goto control pannel selectthe speech icon, click the text to speach tab, select new voice, voice speed can be adjusted slower. click ok if you like this. now your read out loud will have new sound.
I have Adobe Reader 9 and am trying to use read aloud on an Mac with OS 10.4.1 and only get the 3 same words repeated. Any ideas?
