When you look at the hand-shaped cursor with the hand tool activated, you'll see an arrow pointing down inside the hand. And if you left click on the document it will automatically zoom and scroll down. After that it scrolls down each time you click.
It's not something like a hyperlink coz it keeps scrolling down instead of going to a specific location. I'd like to disable this function on my Adobe Reader. And last thing I would do is doing some sort of modification with the document itself, because I've got hundreds of documents like this.
This is called "article threads". It's something designed into the PDF
by its creator (or put there by PDF creation software without the
creator realising, but it can usually be stopped). You can't turn it
off in Reader, but threads can be removed in Acrobat (View >
Navigation panels > Articles).
