OS: Windows XP
It requires that you enable the PDF for commenting using Acrobat Pro.
i have reader 7.0. I am considering getting internet fax service, what program do i need to open read and make changes if i need to and resend via internet fax?

I understand what you're saying but the fact of the matter is that I've set it up so that commenting Is allowed:
Acrobat 8 Pro Menu bar > File > Properties > Security tab > Document Restrictions Summary > Commenting: Allowed (this is what it reads)
(btw, am using Adobe Acrobat 8.1.1 Professional)
So then how come when I try and open up exact same file using Adobe Reader 8.1.2 and I go to the same Security tab mentioned above, now under Document Restrictions Summary > it reads Commenting: Not Allowed ??? I need to figure this out not for me but for other reviewers who will only have Acrobat Reader.
Seems to be a Reader issue. What do you think?

That's not how it's done. It will always be allowed when you open it in Acrobat unless you specifically restrict it. If you want to restrict it, THAT'S when you use the security feature in the properties menu.
To enable the file for commenting in Reader you must go to Comments>Enable for Commenting and analysis in Adobe Reader...
so it was a Reader issue, myself being the reader. This WORKED!
