Interested to know if you solved you problem. I'm in the same situation. I have Windows 2000, which will support Reader 7.
My problem was very specific, and may not apply in your case.
I have an external hard drive (Drive F:) - normally switched off, as I only need to access its files occasionally. Adobe 7.1.0 - which had downloaded successfully - refused to install because it detected the fact that this drive should be available but was not (even though the download was not being required to install on this drive - strange!). As soon as I switched on the external hard drive Adobe 7.1.0 untwisted its knickers and installed.
