fdf not loading in reader 9.0

I have an asp which generates an fdf file. It worked in 8.0 but does not in 9.0. Any reason why this is happening? Some kind of security setting?

<% Response.ContentType = "application/vnd.fdf" %>
%FDF-1.2
1 0 obj
<<
/FDF
<<
/Fields
[

<< /T (FNAME) /V (<% = FNAME %>) >>
<< /T (MI) /V (<% = MI %>) >>
<< /T (LNAME) /V (<% = LNAME %>) >>
<< /T (PHONE) /V (<% = PHONE %>) >>
<< /T (ZIP) /V (<% = ZIP %>) >>
<< /T (DOBMONTH) /V (<% = DOBMONTH %>) >>
<< /T (DOBDAY) /V (<% = DOBDAY %>) >>
<< /T (DOBYEAR) /V (<% = DOBYEAR %>) >>
<< /T (ID) /V (<% = ID %>) >>
<< /T (DATESAVED) /V (<% = DAVESAVED %>) >>
<< /T (DIRECTIONS) /V (<% = DIRECTIONS %>) >>
<< /T (Location) /V (<% = Location %>) >>
<< /T (DAYOF) /V (<% = DAYOF %>) >>
<< /T (Addr1) /V (<% = addr1 %>) >>
<< /T (PHONE) /V (<% = PHONE %>) >>
/Opt

]
/F (http://localhost/FDF/PDFS/file_2.pdf)
>>
>>
endobj
trailer
<< /Root 1 0 R >>
%%EOF
