In the preferences of Adobe Reader disable the entry 'Open cross-document links in same window'.

Excellent tip. Usually when I click a link it asks to allow or block, but just yesterday a link kept opening in the same window and I couldn't figure out how to make it open in a new tab/window.
I guess it is because the pdf file opened in my browser as opposed to just opening a pdf file.
Either way your tip has helped.
