Yes, indeed. CF is operating strictly on a per-shot basis, hence it does not provide animation options. If you really need to use it "creatively", then duplicate between your layer and blend between your tonal variations. otherwise look into other tools. In many cases you will be able to get similar results by doing a "clean" technical color correction in CF to get neutral colors and proper contrast and then can add Levels, Color Balance, Tritone, Tint and Hue/Saturation effects for the artsy stuff. If you need that functionality regularly, you may consider buying Magic Bullet Colorista. Makes a nice interactive color corrector and is fully animatable.

A clunky workaround would be to apply your separate CF effects to individual adjustment layers, then animate the opacity of those layers to blend between the looks.
