I think the best way to do this is to set your project color depth to 32 bit (float) and then use a very short adjustment layer and the Exposure effect you find under Color Correction. You can also add a short blue solid above the adjustment layer set to add mode with keyframes set for opacity.
In 32 bit color space you get a much more natural look with light blooming around the lighter areas before the dark areas.
There are also several camera flash plug-ins out there that will do the trick. I thought this suggestion may give you some other ideas and teach you a bit more understanding about how AE works.

Oooh, thanks Jonas! I thought I had found every AE wonk on the planet but now I've got another site to add to my long list of experts who graciously share their knowledge.
Not that it's important (but needlessly pedantic), a realworld film load rollout has other artifacts that make it more interesting.
An end of roll has no speed change but camera start/stop operations do. There should be 12-30 frames of increasing speed as the film in the camera slows to a stop. Or 12-30 frames of fast to normal on camera startup.
And then there are the deliciously interesting artifacts created by opening the camera's magazine in sunlight: cool streaks caused by light streaming through the sprocket holes and refracting through the base layer and reflecting off the shiny bits inside the magazine.
