You might consider creating a still that's very wide then using Trapcode Horizon to give you your wide background. Then you'd create a ring of closer hills as individual layers that you'd tie to a null and rotate around the camera. This would give you the perspective shift and should work effectively if you parent the null to the camera and have auto orient to the camera turned on.

The Offset effect can be handy for this. Of course, this only works well with a layer that has been created/modified such that the right edge matches up with the left edge such that the seam is not obvious.
