3D Assistants from Digital Anarchy does pretty much that. Apart from that on could certainly create some simple expressions. If you check my site here
You can find some code in the Inner Core project (the city lights) which should give you some ideas.

And with little modifications it works. Not very flexible, but it distribute my planes in x,y,z rather ok.

You might contact Red Giant to see if there's an upgrade path. There used to be one from former Digital Anarchy 3D Assistants to the renamed Red Giant PlaneSpace (which are exactly the same, but with new branding). It may be 'off the books' and not mentioned on the website. Email them to be sure.
Also check out ZaxWerks Layer Tools which offer even more flexibility.
