What, exactly, did you do to "make it 8 mins. long"?

You probably rendered the wrong thing.
This isn't easy to describe in these little posties because there is so much involved in learning how to use the render queue.
Try experimenting on a smaller project, something that's only ten seconds long. Bring in a piece of your clip, not the whole thing, (see the manual how to trim in and out points for a movie asset). And use time stretch on it.
Did you adjust the comp duration accordingly. Time-stretching the layer is one thing, adjusting the comp to match the stretch another... since the comp is what AE uses for rendering, it would be correct if it reports 40 mins if you didn't adjust the comp duration properly.
Here's how I'd do it.
a) Import 40 minute clip onto timeline.
b) apply timeremap - ctrl-alt-t
c) Goto 8 minute mark - Move the end keyframe to the 8 minute mark
d) trim the clip - alt ]
e) set work area to clip length - select clip & ctrl-alt-b
f) trim comp to work area - Composition/Trim Comp To Work Area
g) render! - ctrl-m
