You may want to explore the techniques described here: http://forums.cgsociety.org/showthread.php?f=10&t=592697 , but ultimately it will still require you to have some decent footage to begin with. Beyond that, if you want to create it 100% artificially, it would require a more sophisticated 3D particle simulation in a 3D program. Even Trapcode's Particular can't do that.
Apple's Motion 3 has an emitter called "Tornado" (in the Nature collection) that does a pretty great job with this exact thing. I use Motion to render out particle elements w/straight alphas for compositing in AE projects.

That is not smoke....that's plasma. You may be able to get what you need from Trapcode's FORM:

Looks like a cloud tank vortex with some touchups. But you're right, Form would be a very straightforward solution to re-creating this look.
Does Form do vortices?
