Try to reinstall by: right clicking setup and choose Run as Administrator.
(that's how everything should be installed under Vista, btw... I had problems installing a plugin (trapcode shine), and running it as admin fixed it.)
Exactly as David says. Vista installs always require Administrator access. If you have turned off UAC, log on to the Administrator account, otherwise choose the method already mentioned. Before attempting this again, use the CS3 Clean Scripts from the support pages. They will delete everything instantly and spare you a lengthy uninstall, plus they will fix the install references on the system, so you will get a clean install.
