Banding is directly related to bit depth of the project. I'd work in 32bit and use Box Blur.
Gaussian blur will not repeat edge pixels. I think its a Gaussian math thing with no practical workarounds.
Check Stu Mashwitz' Blog (prolost.blogspot.com). He has a lengthy article on thius matter from last year. In short: Gaussian Blur - evil, Fast Blur - maybe, Box Blur - always usable. also keep in mind that a Box blur with multiple iterations mimics a Gaussian Blur quite nicely, just with much better quality because it applies steps consecutively based on the previous steps instead of doing it in one go.
Switch your project to 16-bit (32-bit won't help more than 16bpc with banding issues, and will be slower to render.) You could also apply 1-3% of Noise after your Fast Blur to lessen visible banding.
