The easiest way to do so is to create a new composition of equal length, but choose the NTSC DV Widescreen preset. Drag the original comp into the new one and resize until it fits the way you want it to.
Then choose "Make Movie", and use the DV Output Module in the Render Queue.
On a sidenote: Make sure to correctly interpret and render fields or you may end up with a wobbly mess of interlace "wave patterns"

I have one more question. If my Comp is set to DV Widescreen (720 x 480 - 1.2) and I want to render it in square pixels - how can I change the size of the output when going to quicktime? I know with Adobe Media Encoder from Premiere Pro CS3 I can select the specific pixels - however I'm not sure how to do it using the render queue in AE CS3.
I'd like to export it to 640 x 360 pixels.
Just use the same instructions, but place your original comp into a new one that is 640x360 sq pixels.
