You might wish to check your language settings. If you e.g. installed in German, but actually run AE in English, the help menu will go defunct.
As Ko says, though it sounds like you're having a problem, it's not one that necessarily matters (assuming that it's not affecting other application functionality).
As long as you have an Internet connection, you should never, never, never, never use the Help document installed on you computer. You should always use the Help document on the Web:
Even if you were able to open the Help document on your computer, you'd find that it was incomplete and rife with errors. The version on the Web has hundreds of links to useful online resources, and many errors have been fixed.
Spread the word. In-product Help is bad. Help on the Web is good.
