Are you sure your comp settings are set to 29.97?
In the time controls palette, under the RAM preview options, are you setting the frame rate to 12 there instead of the comp's default (assuming the comp's rate is 29.97)
Yup. I went through all of my settings and it's all correct. The time control's set to 29.97 as well. I feel like it has to just be lack of system resources or something, but I can't figure out why this project would require so much. I've done other HD projects that were a lot beefier than this one.
What are optimal memory/cache settings?
And you're not using a weird coDec or different hard drive setup or anything?
A genius over at Creative Cow helped me out. It was a Matrox card. I've had it for a while, but haven't done an HD project since I've had it. With SD projects, it works fine, but I guess the HD's are a bit too much.

You can turn off the "Preview to External Device" if the card's driver is slowing everything down.
There's a shortcut: hit Ctrl-/ ( or Cmd-/ ) on the numerical keypad.
