Your scanned images are not raw images in the same sense as raw images from a camera. It's unfortunate that Nikon chose to use that extension. It is my understanding that Camera Raw will not support scanned images.

Adobe has nothing to do with Nikon's stupidity in using the NEF extension for two entirely different, unrelated types of files.
Nikon .NEF scans are a type of TIFF in a different wrapper, but definitely not camera raw images.
encapsulate the tiff inside a DNG using Camera Raw 4.X or Lightroom, but there would be no benefit I can see.
Would there be any reduction in file size? Eliminating exp side cars would be a benefit.
Nikon scanner ".NEF" files are really .TIF files inside as far as the data inside them is concerned. There is no advantage to using .NEF format over .TIF format when saving images from the scanning software.
If you happen to have done this my mistake in the past because you did not know any better, Camera Raw 4.4.1 will actually read scanner NEF files now (it processing them the same as TIF files).
The problem is that the OP wanted to save them as DNGs. :/
