The only caveat is that they only work on private, non-commercial VHS tapes. The one we use can also dub from DVD to VHS. We make DVDs of our church services, and there are still folks out there who do not own a DVD player! -

I use a Panasonic DMR-ES46V and it does a nice job with home VHS video under 2 hours long. The video quality seems good but I only use it for straight transfers only. It sells for under 300 US dollars at Sam's Club. Hope this helps.

You can plug the VHS machine into this, and it will output as AVI file via FireWire right into the PC. The ADVC300 even has a picture controller application that will do basic cleaning up on the fly as you run the tapes into the computer.
Capture directly into Premiere Pro. -

You do need to make sure you find a box that does NOT have DRM enabled, since you will then not be able to copy (even for legal, personal use) some to many commercial tapes -

Beware of Macrovision protected tapes though - this will scramble the Audio/Video, and things can get ghastly.
