It's not currently possible to use function keys as menu shortcuts. I don't remember the bug number, but I'm pretty sure it's already been reported. Wouldn't hurt to re-report it or vote for the issue, though since this has been a problem since AIR 1.0 and it still isn't fixed.
Thanks for the confirmation. I did search JIRA before posting, and again after receiving this reply, but I still can't find a report that matches this.
The closest I found is SDK-13481, but that's not on-point. I've actually gotten it to show the "F1", on Windows I believe (not Mac), but the menu item doesn't respond to the key.
I did come across another bug saying something about Flash Player ignoring most of the F keys on some theory about them conflicting with common browser shortcuts. Does that affect AIR apps, too? I'm not sure this is relevant, either. The bug report said F2 was okay, and I think I tried Shift-F2 since that's also what Eclipse uses. No dice.
When I reported the issue, I got an e-mail back from Adobe saying the issue was already in their bug database.
