You certainly can resample your audio files, however for Soundbooth we treated this as less of a feature, but rather as an option when saving the file. When you save your file, after providing the filename a dialog appears with format preferences. Under the AUDIO tab, you can specify the bit rate, sample rate, compression levels if applicable, etc.
One of the complaints we received with Audition from many users was how overwhelming all of the options and menu items seemed, and while we certainly needed to provide a lot of that functionality with Soundbooth, we tried to put those items in the places where they're actually needed. Conversion options available during the save process, for example. What's interesting (and probably only to myself) is during some of the user testing, this concept was immediately obvious to non-audio folks who saw it similar to setting compression options when exporting from Photoshop, but confusing to audio professionals who assumed it was simply going to be another item in a menu somewhere.
I hope this helped. Both Audition and Soundbooth serve users in different ways, and while I've been an Audition user for a long time, I really miss some of the tools that Soundbooth offers when I'm working in Audition.

I definitely see a purpose for Soundbooth and at times Audition was/is overwhelming, but when I didn't see Resampling, I lost a little respect for Soundbooth. I did search the help files and didn't see anything either. Like I said, I'm glad I kept both on my computer and I will give Soundbooth a chance for the more task driven functions. Again...thank you.
