I had the Japanese font pack 9.0 with Reader 9.0 installed, but I have no problems viewing Japanese documents after installing Reader 9.1.
However, I don't see the font pack in Add/Remove Programs, so maybe it has been removed during the 9.1 update? But strange, why can I still view Japanese documents?
I made a little experience: I tried to reinstall the font pack 9.0, but the installer gave me the option to Repair, or Remove - which means that the font pack is still installed.
Can you try the same?

Please would you name the OS version and language that you are using? i am trying on Windows XP SP3 in English.
The Japanese font pack shows in Add/Remove programs (with 3.41 MB size) after upgrading to Adobe Reader 9.1 but Japanese fonts can't be readed on a PDF document. after i installed Japanese fontpack again (now it shows 51.4 MB in Add/Remove programs) i was able to read Japanese fonts on the same document.
I am on English Windows XP Pro SP3.
I was slightly incorrect in my earlier post; I do have 'Japanese Fonts Support For Adobe Reader 9' under Add/Remove Programs, and it shows a size of 51.45MB.
I don't know why your Japanese font pack partially disappeared with the 9.1 upgrade; it did not on my system.
If anyone has the url link on Adobe's site where you can download the Japanese font pack for Reader 9, I would greatly appreciate it!
It seems that Adobe has removed it entirely from their site and only now offers a MUI version of Reader.
