Hmmm, in looking at what you describe, it almost seems like what you see when you aim a video camera at a screen displaying what the video camera is seeing.
Is it possible that you have two different help files that each reference the other via the merge icon? I'm thinking this might explain it somewhat. File A loads up. This causes the TOC from File B to insert. But File B has a merge that says to load File A. Which in turn loads file B, and so on and so forth.

Hmmm.... You could very possibly be correct. It is, at least, an avenue for me to look at.

The solution: look inside all the "merge" folders for duplicates that are nested inside each other.
I don't know how it happened (my PC has been wonky lately), but removing all the nested folders from my PC Robohelp directories (jn my root at C:) and regenerating fixed all the problems.
