First thing, what resolution are your photos? Premiere Elements can struggle with high resolution photos, if they are then resize them to around 1000x750. Also what format is the video you are using?
To determine if your burner is the issue try burning to a folder rather than disc.
Can I resize them all at once? And I believe the video is MPEG, it was recorded off a canon sd 750
You would need another program to resize them such as Photoshop Elements or the free Ifranview. Also MPEGs can sometime gives problems with Premiere Elements. One thing to try is to export your entire timeline as a DV-AVI using File>Export>Movie. Then bring this into a new project, add the DVD markers/menu and then burn. This work around often works with projects that have problems during the burn stage due to media content.
