I'm not sure exactly what you're looking for, but if you set window.type = #tool it will sit on top of every other application (on a computer running Windows) regardless of whether it is the active application.
Well yes using window.type=#tool will keep the window at the top of every other window on the desktop but what I want is not completely this. Actualy I made an interactive news ticker for my television channel and i wnat it to be place at the top of the screen and every other window starts appearing on the screen underneeth the News Ticker. Like when a toolbar is created on the desktop on top of the screen every other application starts from where the toolbar ends at the screen. I am attaching an image of the required situation. Notice at the top of the image is my ticker and below the ticker is the director window. Can I achieve such goal?

It takes a while for images to go through the virus checker queue when you attach them, and yours hasn't passed, yet. Images posted via the camera icon appear right away.
If you're on Windows, you can use Buddy API's baSetWindowState to make the window "Stay On Top"
DirectOS has a similar function (also Windows only), dosSetWindowState()
There may be other Xtras that do this, too, though I haven't looked for a Mac version.

There are possible work-arounds, combining Lingo and one of the Xtras if you need this for a Mac.

So in effect you are wanting every other applications opened windows to conform to your projector's window? I don't think this is possible, but you could start by scanning the window list using Buddy API's baWindowList() and then move any that intersect using baMoveWindow()
