The SWF file is made up of all vectors? Could that be reason?!
Btw, I'm using the Zoom Blur Focus filter available at Adobe Exchange.
Pixel Bender filters should work when applied to any Display object, so a filter on a embedded SWF should work. Can you post a snippet of the actionscript code?

to change the amount as the filter is running, you set the new value on shader.data.amount.value and then you reapply the shader to the object:
