WebHelp Pro from RH8 has to be run on a server with RoboHelp Server 8 installed. Do you have that on the server?
The PDF should open in the topic frame and did so for me in a simple test.

On further investigation, I think the problem is that my links to any file format other than .htm aren't working. Very strange. The links work in the preview. The problem seems to be after I generate.
The a href looks okay - <a href="../../3108.pdf" target="_blank">Test PDF</a>
When I try to open the file after I generate the footer in the web page displays the absolute file path with file:///c:/
The pdf file is in the correct location and part of the baggage file.
I have generated in both WebHelp and WebHelpPro with the same results.

Are you testing by just viewing the result locally after generating? If so, I'm guessing you are using Mark Of The Web (MOTW). MOTW will inhibit linking to files on the local file system. If you test from a server it should work.
