Hi there could you post your app url? xml path? and URLLoader script line?
I'm currently developing it locally.
Here's the code:
url = String( value );
urlLoader = new URLLoader( new URLRequest( url ));
Where url is "../assets/map/openstreetmap.xml"
Flex actually throws an error (IO error i think) if I
mistype the url so it can see the xml file but throws
a Security error with that URL.
Wrong URL : IO Error
Right URL but not in bin-debug folder: Security Error
Right URL in bin-debug folder: Works like a charm

If looks like what you're trying to do is this your compile debug-app and xml are in a folder i.e (myApp/bin-debug), then you want to move your app to another folder (myApp/myOtherFolder) and still access the xml file that is inside the debug-app and that my friend is a sandbox security violation , is that what you're doing?
That's not what I was trying to do. But I just realized from what you said, Flex builder is not copying my assets folder into the bin-debug folder when I build... why would that be?!
Does it have to be under src?
If it's not in under your src folder you can add it through the project properties - flex build path- source path - add folder.
