Those links, did helped me, but that didnt correct the problems that i was getting.
Here is the thing, at least this is how it worked for me.
I was editing the original picture on fireworks, and saw that instead of layers, it was creating bitmap images, saved it as fireworks pdn and imported to flash, and when i finish it didnt save the gif.
I instead opened the original on photoshop, and it created layers instead bitmap, saved it as a photoshop image, opened it on flash, worked on it, and well, guess what??? it did saved it as a gif!!!!!
So wierd, but, why won't it save it from the fireworks one into a gif, and the photoshop one worked good?

Your original problem statement didn't explain any of what you just tried to explain. My solution was valid for the original problem as interpretted, but the problem you described at the end has no relationship to that problem, and likely no relationship to Flash.
So if you are ever trying to publish an animated gif in Flash and can only get one frame of content as an output, those links will be helpful.
