Run the Windows Installer Cleanup Utiity and get rid of any references to Reader then try the install again.
When I ran the Windows Install Cleanup, there was nothing in reference to adobe or adobe reader, looked several times. Nonetheless, I tried install again and got the same message.
Did you look "manually" for remnants of an old Reader installation ? (you could eventually try searching the drive for files and folders named Adobe )

and then reboot the machine. A chkdsk of the system drive can only run while
