Thats what I was thinking but I wanted to make sure you were 1mb and not 1G. I would try to get perhaps something smaller working first like 100M.
Also that link I sent you states that the G only works in PHP 5.1 and higher for PHP 4 you need to do M or K.

I'm not sure but anytime I have made PHP changes via an .htaccess file, it has been thru exactly that .htaccess not a file named maxupload.htaccess but just .htaccess.
