What kind of scanning software do you use? Adobe Reader can't scan and create PDF files.
No software as such. Its just a networked office scanner that I use. It scans straight to email. I scan the document and it arrives to me as a PDF file in outlook.

A office scanner without software? When the scanner doesn't perform a OCR function you can't select any text.
On previous versions of Adobe Reader, when I scanned the document in as a PDF, I could select the text from the document. Also there are some documents on the web for example: Manufacturers specification sheets and I can select text from them.

Something other than Reader must have been involved in the process. You'll need to look in to whatever application is being used to create the PDF since Reader can't even do that.
If you want to post one of these problem PDF's that would help but it'll probably be the same answer.
