nothing in flash that's off-stage can be displayed on-stage. it may seem like off-stage items are displayed on-stage when a main swf loads an external swf and the off-stage items in the external swf are revealed on-stage in the loading swf.
but i think that's not going to help you.
if you want to make it appear as if flash content is moving over html content (ala some very annoying ads), use divs.
