Could you reword your question so we can answer it in relation to Adobe Camera Raw?
Maybe post an illustration of the problem.
Add some Exposure or Brightness. Maybe less contrast, depending on what are you're trying to achieve.
Hi, ok, i post a pictue:
you see: it´s not possible to pick white/black "Colour" in order to blacken or whiten a certain part. In Photoshop I can easily apply black or white colour with a transperancy of my choice onto any part of the pictue...
@ Second proposal: with the brightness & co you don´t get the same effect as if you applied white!
Do you have any other recommodation ?!

Correct, you can not use Camera Raw like Photoshop. The tool set and functionality is different. If you want to lighten or darken an image in Camera Raw you'll need to use the Exposure or Brightness adjustments to lighten or darken.
The color Tint too is for that, tinting an image to be a certain color....it's not a painting tool.
Sorry, but you need to learn how to use Camera Raw's functionality and not try to expect Camera Raw to behave light Photoshop...
