It is easy with the motion effect.
Thanks. I tried the 'Zoom' motion effect and unfortunately it is not what im after. Is there another motion effect which will do the following.
So lets say I have a 6 second HD video clip of a home sports movie 1920 x 1080 I then want to make the outputted 6 second 720 x 576 movie clip just concentrate on an individual within the sports movie.
Which affect allows me to magnify and concentrate on this individual within the 1920 x 1080 ?
Like I said, MOTION. Twirl down and use scale and position to achieve exactly what you describe..
As Harm says, you will need to keyframe the "scale" and "position" parameters in the motion effect to do what you want.
You will also find links to many free tutorials in the PremiereProPedia that will quickly show you how things are done in Premiere Pro.
Besides the Motion>Scale (mentioned) with possibly some Motion>Position added, you can also explore the Magnify Effect. Maybe it's more what you are looking for? In the Effects Panel's text/seach box, just type "magnify," and you will be taken to it. Explore that, and report back.
For the "highlighting," I worte an article on doing that for a moving object, and will furnish a link, but I think that it is much more than what you wish to do.
If Motion>Scale, or Magnify, is not what you need, please post back with a few more details on exactly what you need, and someone will have other suggestions. Almost anything that you can imagine can be done, and possibly with several Effects, or techniques. Right now, we're all just guessing.
