Are you member of Muvipix? There is a good article over there on doing just this "Setting up a Dual-Monitor System" http://muvipix.com/products.php?subcat_id=7But basically all you do is drag the monitor to the second screen and resize it. Note you can not move the panels if PE7 is maximized, you need to click the icon in the top right so it floats.

I do not believe that you will be disappointed with Muvipix. Besides all of the great articles, tutorials, and a wealth of functional content, i.e. stock images, music, still images and Menus, it is a great "community." You'll likely see some names, familiar to you from this forum, like Paul_LS, Steve Grisetti and Chuck Engles. I often recommend that one post their questions, both here, and on Muvipix, as while there are some common members, each offers a wide base of subscribers with extensive background in NLE work.
PRE would work in dual monitor application. You can move the menus , floating windows timeline in next monitor, You can do after drag and move the windows in next monitor.
