No yet, The Open Screen Project is working on taking AIR to cell phones.
Flash Lite is smaller version of Flash with a reduce subset of
features that is installed in more than a billion cell phones worldwide.

Basically AIR runtime contains :
2) Flash player - for flash,Flex (MXML +ActionScript) code
3) SQLite , ...
So If Flash Lite is reduced/Compact version of FlashPlayer then
practically we should be able to run AIR apps( flash/Flex ) on mobile as well, using Flash lite

Not really, since the release of Flash Lite 3.1 you can interact with cell phones better you can for instance open the contact list from a Flash Lite app, but it's still limited the things you can do with it. At the end of this year will see the first commecial cell phones that have deploy Flash Player 10, but this player won't be able to open Flex Apps at least not yey, only Flash files made by the Flash authoring tool or any other likely application.
